5. Every owner of premises upon or within which refuse materials in excess of seven and one-half cubic feet each week are created, shall be responsible for the proper sanitation thereof and for the storage, removal and disposal of all such refuse in excess of seven and one-half cubic feet each week, in conformity with-all applicable statutory and by-law requirements and *o the satisfaction of the Medical Health Officer and the City Engineer. 6. Where any accumulation of refuse materials or special wastes is fourd in or upon any jand or premises, it shall be lawful for the Medical Health Officer to order the removal of the same from such land or premises within the time specified in his order. Failure or neglect by any such owner to obey such order within the time specified therein, shall constitute a violation of the provisions of this By-law. 7o Every vehicle used for the collection or transport of -refuse materials shall be equipped with a leak proof body and if of the open body type, shall be fitted with a suitable cover which shall be kept in place over the body while the vehicle is in motion to prevent the contents from being dropped or blown from said vehicle. All such vehicles shall be maintained in a clean and sanitary condition and to the satisfaction of the Medical Health Officer at all times. COLLECTION OF REFUSE MATERIAlS 8. The Municipal Council is hereby authorized to establish and maintain, operate and extend or cause to be provided, operated and maintained, a refuse materials collection and removal service within and for the benefit of the owners and residents of the Municipality and for this purpose, the Municipal Council may, from time to time, provide such service by means of its own employees and equipment, or may enter into and review contracts, agreements or other arrangements with any contractor, person, authority, or regional district as the Council may deem expedient, for the provision, maintenance, operation and extension of such service or any pertion thereof within and for the owners and residents of the Municipality. STANDARD OF SERVICE 9. The standard of the service which shall be provided by the Municipality pursuant to this By-law shall be the collection and removal once each week of cach ensuing year, from each of the premises within the Municipality, of the refuse materials generated thereon to a volume which shall not exceed seven and one-half (7's) cubic feet in the maximum of three (3) recep- tacles, as hereinbefore defined, in any one week, and all provisions of this By-lav shall apply thereto,
