* Vil ee PI A “Y i Terra regional firef A proposal for a regional fire training centre at the Terrace ait- port may offer some promise, but there are a number of concerns that need to be addressed before the project proceeds. The proposal comes from airport manager Darryl Laurent, who notes the idea is at least 16 months old but adds that a regional airport firefighters’ training seminar held in Terrace last year may have been the beginning of such a centre. "The timing would scem to be right to consider the construction of a structured training facility to augment the aircraft crash/fire training area," Laurent writes to city council’s Finance Committee chairman. First, it would mean’ building . only one centre, which in tum would mean only one environ- mental impact study. Second, the airport is well removed from popu- re en Tal ce airport pr lated areas, reducing noise ccn- cerns. And third, a training facility there would enhance the perfor- mance of both airport and munici- pal firefighting crews. As enticing and cost-effective Laurent’s proposal may be, how- ever, there may be some concems not addressed in his proposal. Terrace fire chief Bob Beckett says a proper training facility would be a plus in the area and he’s not about to quibble over location. The airport, though, may pose a few problems. . . If, for example, Terrace fire- fighters are in a training session at the airport and there’s an emer- gency downtown, response time would be unnecessarily slow. There could be a delay of up to 10 minutes in travel time. Another concern indicated by Beckett is the fact that municipal and airport firefighters deal with SUPPLIER of WHOLESALE GARMENTS g different situations. It would be an unusual circumstance if municipal firefighters were required to deal with a downed aircraft, or con- versely, if airport firefighters were called to deal with a burning apart- Cure sought for sidw Food for thought is what Terrace resident Andrew Brodie offered city council when he complained about snow removal on the Sande Overpass sidewalk. The first ques- tion came from alderman Darryl Laurent: "Is this a Ministry of Highways responsibility?" Public Works Committee chair- man Ruth Hallock said she wasn’t sure, ami alderman Bob Cooper came up with another observation. If the city is to ask Highways to plow snow over the cast railing of the overpass, rather onto the west Where To Find It pose ment building. Beckett says he likes the idea of, cost-sharing, though, and that a regional training centre is an "ex- cellent" concept that is badly needed. Where it is ultimately side sidewalk, someone should perhaps warn CNR of the possi- bility of a second dump of snow. Ina letter to city council, Brodie noted that the overpass is the only pedestrian route to the downtown area for many south-side residents and asked that the overpass side- walk be given number-one snow clearance status. "As you know, the overpass is not wide enough to allow szow to be pushed away from the lancs of traffic without blocking the side- walk," writes Brodie. "As a result, Terrace Review — Wednesday, March 13, 1991 B9 d as site for hter training centre located and what form the centre might take, however, may still need considerable discussion. Council has referred the matter to the Finance Committee for further study and a recommendation. alk hazard on the moming after a, snowfall, the lanes of traffic are invariably clear, while the sidewalk is blocked. This means that persons must either a)walk on the road or b) try to walk through heavy snow ‘drifts on the sidewalk." Council has asked the Public Works Committee to review Brodie’s suggestions: first, to "forbid the Ministry of Transporta- tion and Highways to push snow onto the sidewalk", and second, to "require sidewalk crews to clean the overpass before other side- walks".
