-2- No. 33: Complete, in consultation with municipalities and the provincial government, a review of the need for renewed GVRD regional land use, transportation and social development mandates. No. 8: Develop and pursue a regional air quality and transportation strategy which reduces the growth in airborne emissions by discouraging the use of the automobile and encouraging use of alternative modes such as walking, cycling and the use of public transit. No. 16: Develop and implement a regional open space and nature conservancy program, through the following policies: Develop a regional open space plan, in conjunction with municipalities, other regional districts and the Province. Pursue the protection of wildlife sanctuaries, wetlands preservation, and protection of strategic areas in the Pacific Flyway, in conjunction with municipalities, the Province and Federal authorities. These policies, when considered together with analyses conducted so far by TRANSPORT 2021, the long range transportation planning study jointly sponsored by the GVRD and the Province, indicate that additional single-occupancy vehicle capacity crossing the Burrard Inlet is unlikely to receive high priority as a transportation investment. This would suggest that, from a regional perspective, rehabilitation options emphasize pedestrians, transit, cycling and high occupancy vehicle use. The Development Services and Transportation Committee requests your comments on the options presented, having regard the above-noted Creating Our Future policies as well as such municipal policies as you consider applicable.
