Moved by Councillor Keryluk: Seconded by Councillor Talbot: That the City Clerk be instructed to write the Honourable Robin Blencoe expressing the support of Council in the establishment of a BC Government Publication Library Depository Program in all public libraries serving a population of over 2,000 people, and that at least one employee be designated per library, and open a minimum of 20 hours per week. Carried. That the City Clerk be instructed to write to The Honourable Otto Jelinek, Minister of National Revenue protesting in the strongest terms possible, the imposition of handling charges on top of the Goods and Services Tax on imported library materials. BYLAWS: v Councillor Wright: Secon by Councillor Gordon: WHEREAS the "Official Community Plan Amendment Bylaw No. 31, 1992, No. 2661" received first two readings on April 27th, 1992; AND WHEREAS the Council has, since that date, considered the proposed amendment to the Official Community Plan in conjunction with the City’s most recent Capital Expenditure Program; AND WHEREAS the Council has, since that date, considered the proposed ameridment to the Official Community Plan in conjunction with the Economic Strategy Plan entitled "Port Coquitlam Industrial Development Strategy"; AND WHEREAS no applicable Waste Management Plan exists for consideration; AND WHEREAS the required statutory procedures, including the holding of a Public Hearing, have been followed and the said Bylaw No. 2661 was read a third time on Miay 25th, 1992; NOW THEREFORE BEIT RE VED: THAT no inconsistency can be seen to exist between the amendment to the Official Community Plan proposed to be enacted by Bylaw No. 2661 and the City’s most recent Capital Expenditure Program; THAT no inconsistency can be seen to exist between the amendment to the Official Community Plan proposed to be enacted by Bylaw No. 2661 and the Economic Strategy Plan" that was presented to Council at its meeting of May 13, 1985;
