PROPOSAL FOR THE INSTALLATION OF BUS STOP BENCHES

Please accept this document as a proposal for the installation of bus stop benches in the -
City of Port Coquitlam (the District).

Upon acceptance of our proposal, we would be prepared to make an initial installation of
approximately fifty (50) bus stop benches in the District within the first three months. _
We.are also prepared to install additional benches to the extent such locations become
available.

In an effort to make our proposal as complete as possible, we have prepared a draft.
agreement (the Agreement) which we believe properly addresses the issues which are _
important to those involved in bus stop advertising. This Agreement (which is included in
Appendix 4 to our proposal) is based upon the agreements which we currently have with
other municipalities. As the intent was to have as comprehensive an agreement’ as
possible, ‘we believe it provides an excellent model upon which to base our agreement
with the District. ;

HISTORY OF THE COMPANY

Key-Bench Advertising Ltd. (i<ey-Bench) was incorporated and entered into the bus stop
advertising business in 1987. As such, 1991 represents its fifth year in business. During
that time, Key-Bench has grown to the point where we are providing services on streets in
Matsqui, Surrey, Coquitlam, Maple Ridge, Langley, White Rock, Burnaby and
Abbotsford as well as providing services along Provincial highways and at B.C. Transit
