North of Regina that was deferred at the December 8th, 1975 Council meeting until Prairie & Regina this time. Moved by Alderman Thompson: Seconded by Alderman Keryluk: That as requested by YSM Contracting Ltd., a burning permit to clear land at a 24-lot subdivision North of the 1200 block Prairie and Regina, be approved. Carried. Aldermen Mabbett, Ranger, and Traboulay voted against the resolution. Prior to the question being called on the foregoing resolution, Alderman Traboulay inquired as to the reason for moving the motion when the Subdivision of Land By-law states that there should be no more piling of stumps and other debris in land-clearing and Alderman Thompson stated he felt that the Council. was morally obligated to any developer who had a subdivision almost completed and had made application for a burning permit before passage of the amending by-law. The City Clerk advised that the Subdivision of Land By-law deals with burning by referral to the Fire Regulation By~law which in turn refers the question to the Council. Alderman Mabbett. stated his concern with respect to the smoke nuisance if burning was started now and Alderman Ranger commented he did not think any time of the vear was a good time tc burn. CORRESPONDENCE & REPORT'S FOR INFORMATION: Nov/75 report~ From the Fire Chief, being the November, 1975 report of the Fire Fire Department Department. Alderman Keryluk referred to the first paragraph of the comments section of the report wherein it was noted that there was approximately $50,000.00 damage to a workshop and large gravel truck caused by welding, with the workshop in turn starting a barn of hay on fire, and he stated his understanding that part of the problem was lack of sufficient water pressure to stop the fire from spreading; however, the Fire Chief advised that although there was low pressure, water could have been drafted from the ditch but the workshop was engulfed with flames which in turn set the barn on fire. Alderman Keryluk advised of his intention to introduce the subject again under New Business later this evening as he would like further information on how bad the water pressure was in that area and if the people are safe in the case of a @
