January 19th, 1976 /9. From the Finance Committee, January léth, 7976 respecting a letter Fin. Comm. re policing costs received from R.C.M.P. Division Headquarters advising of estimated policing costs for 1976-77 and a recommendation that a letter be written to Division Headquarters of the R.C.M.P. objecting to increases of the magnitude proposed, i.e. an estimated increase in per capita cost of 19.8%. Moved by Alderman Ranger: Seconded by Alderman Laking:; That as recommended by the Finance Committee, January 16th, 1976, a letter be written to the Division Headquarters of the R.C.M.P. objecting to the magnitude of the increases in estimated policing costs for 1976- 77 as proposed in their letter of January 9th, 1976; AND THAT a letter also be sent to the Federal Anti-Inflation Review Board in this regard. Carried. Prior to passage of the resolution noted above, Alderman Ranger outlined the basis for the Committee's objections, namely: - the federal guidelines had been dispensed with - increases were projected over the next five years at a rate not compatible with the limited mill rate which is applied to frozen assessments ~ the increase was made with no discussions being held ~ this will lead to long term deterioration of police protection due to municipal inability to pay for additional men. Alderman Traboulay referred to a recent U.B.C.M. letter which suggested that police services in general would be cut~back when the restraints came into effect and, additionally, the police would not be dealing with enforcement of any local by-laws. Alderman Thompson clarified the Committee's position in objecting to the amount of the increase as it was obviously im excess of guidelines set by the Federal Government itself. Alderman Laking expressed concern that a decision was being made prior to full Budget discussions being held but Mayor Campbell pointed out that the Council only wished to point out its objections in general at this time.
