Icy roads, su PES srt’ mmer tires tagged in death By SARAH A. ZIMMERMAN ICY road conditions, driver inexperience and summer- rated tires may have con- tributed to the death of a Terrace teenager last win- ter, a regional coroner has found. Hannah Marie Kantola, 17, was the passenger in a car which collided with another vehicle on Jan. 24, 2002. Kantola’s mother, Terri Ryan, says the coroner's inquiry into her daughter's death underscores the im- portance of reviewing win- ter highways maintenance classifications in the Ter- race area. “It's time people in the northwest had a say in how area highways are rated for winter maintenance,” Ryan says. “The people of the northwest should be able to decide if it’s a B road or an A road.” The accident which claimed Kantola’s life happened on Jan. 24, 2002 at 8:18 a.m. on Hwy16 just east of Thornhill. These would be in addi- tion to the 21 units at Mc- From front Senior care change Boland did say that the Terraceview complex care designation will mean the need for more nurses than are there right now. Implications for Terra- ceview on other staffing levels aren't yet known, he added. “But we are talking to. the staff and keeping them ' up to date on what is going on,”’ said Boland. And although there is a_ nursing shortage, Boland said it is usually not a challenge to find people to work in care facilities, The Terrace changes are part of the Northwest Health Authority plan re- leased last week calling for an increase from 205 to 231 in the number of com- plex care beds and inde- pendent living units. Designations are deter- mined by the amount of traffic on a road and, in turn, determine how fre- quently roads needs to be sanded, salted or graded. “Maybe the number of fatalities should be linked to the ranking,” Ryan said. Fifteen people died on northern highways in Janu- ary 2002 compared to just three in January 2001. Kantola was the pas- senger in a 1990 Eagle Ta- lon which spun out of con- trol into the path of an on- coming pick-up truck. The weather the morn- ing of the accident changed rapidly, contribut- ing to the icy road condi- tions, says the report writ- ten by regional coroner David Coverdale. Just before the accident rain had fallen, the tem- perature dropped quickly and the rain froze on the road, the report says. The change was not forecast. “Our records indicate we had a unit there at partners Connell Estate which opened last year. They will also be called independent living units. But unlike McConnell, which has the authority acting as a housing agent in addition to offering care services, the plan is to find a partner to do the former, says health authority offi- cial Cholly Boland. “We're really in the service industry, not the housing business,” said Boland. He expects an eventual housing provider to work closely with B.C. The icy toad conditions were re- ported to the contractor at 8:20 a.m. and a truck ar- rived at 9:10 a.m. “The truck responded pretty well immediately,” Ryan says. Local. transportation ministry official Don Ram- . say says he has no con- cerns about maintenance provided by the contractor. And though main- tenance standards are be- ing met or exceeded by the local contractor, more than 5,000 people have signed a petition demand- ing that highways classifi- cations in the north be up- graded. Joanne Monaghan, Kitimat-Stikine regional district director, submitted the petition in Victoria last month. ; “We know what our pri- orities are, not Victoria,” Terri Ryan said, sought — a provincial agency which offers accommodation sub- sidies and assistance. Adding to McConnell is not an option because that ‘would simply add to the authority's current housing ‘responsibilities, said Bo- land. “We prefer not to have new construction,” Boland added. “Perhaps there is already an existing build- ing that. is ready:or do some renovations at an ex- isting building.” The authority will meet soon with interested par- ties. That's why a key component of the Forest Revitalization Plan is ensuring the small-scale salvage logging program works - for the communities and 2 for those who work to support their families through this program, ee As someone who has worked in the industry and now as. an MLA, T have heard many complaints about the current system and that's why we are going to change the ministry's ‘ogram of non-competitively awarded licences for small-scale timber salvage after fiscal year 2003/04. We want to fix the high. administrative costs and inefficiencies, we want a program that creates- more opportunities. . We have appointed an MLA small-scale salvage feview committee to oversee the restructuring of small-scale salvage opportunities in B.C. There will be a one-year taasition period to enable existing salvagers to adjust to a more market-principled environment of competitively awarded licences, Pant of the transition is a new salvage-based nan-replaceable forest licence, As well, government will create a new community-based salvage licence that will allow interested communities to participate in the management of small-scale salvage. The small scale salvage review committee will help the shift 10 4 more efficient, competitive salvage system by monitoring implementation of the new salvage licences ind providing recommendations to the Minister of Forests to maximize the program's nefits, Forest health aiso benefits from a song and eflective salvage progr Wind-thrown trees can create a reservoir for insects to breed in and multiply and this spreads into the surrounding healthy forest, and destroys it.
