Eng., City Engineer SUBJECT: Coquitlam River Dyking Project (Council in Committee Meeting May 29, 1989) RECOMMENDATIONS : 1. That the Mayor and City Clerk be authorized to execute the attached Coquitlam River Dyking Project Agreement. 2. That the necessary funds required for the cost-sharing of the extra costs of the dykes in the Reeve Street Park be taken from the Land Sale Reserve. 3. That Staff be authorized to formally negotiate with the various property owners to acquire the necessary rights-of-ways for the dyke. BACKGROUND AND COMMENTS: Council members were presented with a technical briefing and various correspondence on this project during its In Committee Meeting of May 29, 1989. At the conclusion of that meeting there were two outstanding items pertaining to this project. The first item is the conceptual design of the dykes in the Lions Park area. The second item is the question of whether or not further negotiations with the Enviromental and Fisherles Agencies will result in reducing the extent of the 15 metres of green atrip to be preserved within the large parcel of City property south of Gately Avenue. As to the conceptual design of the dykes in the Lions Park area a field meeting was held on June 8, 1989 between the Parks and Recreation Director and the Provincial project team. The understanding is that a tentative agreement has been arrived at on that date subject to Council approval. A separate report will be forwarded by the Director of Parks and Recreation providing Council with full details of this tentative proposal. With respect to the 15 metres of green strip required by the Environmental anid Fisheries Agencies the attached correspondence from the respective Provincial and Federal representatives clearly indicate the position of these Agencies. coeeec/2
