December Ist, 1975 advising of the preparation of the amending By-law, and a letter from the City's Solicitor, November 2lst, 1975, wherein it was stated that the proposed amendment attempts to do directly what the Mu .icipality cannot do. directly - to impose the National Building Code upon mobile homes and factory built housing. Acting-Mayor Alderman Traboulay advised that Mr. Gordon Cartwright, representing Fowler Homes, was in attendance and he commented that the firm, located in Surrey, manufactures modular homes that do not carry C.S.A. approval. Mr. Cartwright advised that the reason for not obtaining C.S.A. approval for the modular homes manufactured by F.G. Fowler & Associates is basically the cost which would be passed on to the consumer. Alderman Laking inquired whether the homes are inspected by the Surrey Inspectors and Mr. Cartwright advised that they are. Alderman Laking then inquired whether the homes are built to Central Mortgage & Housing Corporation standards, and Mr. Cartwright again replied in the affirmative. Acting-Mayor Traboulay inquired whether a consumer may encounter difficulties in having some defect in workmanship, etc., corrected if the home is not C.S.A. approved, and the Building Inspector agreed there may be some problems in getting back to the sub-trades. Mr. Cartwright advised that C.M.H.C. does the rough framing and final inspections of the homes. Alderman Thompson inquired how many times C.S.A. inspects a home, and Alderman Keryluk advised these inspectors do not carry out regular inspections, but instead make checks practicallyunannounced and if something is not up to standard, could have the manufacturer decertified from using a C.S.A. sticker. Alderman Mabbett inquired wether having the homes inspected by Surrey Inspectors is acceptable to the City’s Building Inspector, and the Senior Building Inspector advised that in his opinion, the Inspectors ,in Surrey were just as qualified as the City's. Alderman Laking stated he would prefer to see each home C.M.H.C. inspected rather than C.S.A. as he knew of some persons who are having problems with the C.S.A. and they are not very happy with the inspection or the results and time involved in straightening out the situation.
