Also i.n attendance were K. Janna Taylor, Parks & Reer eat Director; Larry Wheeler, Recreation Manager; Thelma Forb Mac MoCullough, Wilson Centre (Item gl). CONFIRMATION OF MINUTES That tne minutes of the ..ecting of the Parks A Recreation Committee held on Tuesday, July 21st, 1987 be taken as re adopted. Item No. I 1 1 Wilson =entre Kitchen Expansion The committee heard a presentation from th delegation in regards to their wishes for kitohen. In essence, their push was for a services worker. The delegation was in ag with the proposal, of the "pnase in" food as presented to the commi.ttee by staff. After the presentation it was pointed out, delegation, that there were nc monies in t year's budget to hire a food servioes work However, this did not preclude i,he fact th a position would not be included in the 19 provisional budget. Committee strongly pointed out, to the del that it was ext,remely important to move sl to look at all opt,iona before considering food services worker. There are different providing food services. Attached to the minutes is the "phase in" for food services and also the presentatio the delegation. — Recommendations: 2. 2 That the "chase inv program for food services be approved. That the wilson Centre kitchen committee be informed as tc how phase one will be implemented. CARRIED 1987 Tournament Rates In September 1986 a report was taken to Committee of Council reoommending that various rates be increased. Council adopted the recommendations except for S1 and ader full rental room charges" that the rates should It was agreed, by inCouncil, September 1988. All the come into effect organizations have been written to indicating the proposed new rates and the rates have been received with a positive response. No organization has indicated any co .cern in regard to the increase. — Recommendations: National and provincially recognized championships; That minor groups no longer have charges a) waived for national or provincially recognized tournaments or figure skating competitions. That the rate be 50$ of the regular b) hourly rate. Rates for rooms be waived . That minor groups be charged 60$ of the c) 3. regular hourly rates for all other tournaments and special events. Room rentals be free. That adult tournaments be charged 75K of the regular hourly rate. /3 ~ Ooeninm of Wilson Centre Discussion took place as to an appropriate date for the official opening of the expansion.the fact September 26th is not appropriate due to that a bus trip is going to Reno. Alderman Laking 'ndicated that getting another Saturday off was very difficult. The aspect of Sunday was discussed; concern around Church, etc., however we will check back with seniors. Recommendation: That the tentative date for the official opening, of the Wilson Centre Expansion, be October 4th, 1987. CARRIED PoCo Recreation Centre Janna Taylor indicated that it was the intent, of the department, to take the colours of the Wilson Centre on the outside and inside and repeat these colours in the arenas; it, is hoped over time to enhance the image of the arenas and to include more plantings in frort of the bare walls and also to eventually look at some alternations in the Laking brought up the question interior. As you aan see, we plan to start small and expand services aver time as demand d.ictates and resources aermit. As a result, time lines have not been identified. It is important to note that the Wilson Center Food Services Pz ogram will be adjusted as neaessaz y, relative to the volume of people using the Wilson Center during each program season. Initially we see limited service, i.e. (A) Coffee/tea/milk — muffins/doughnuts/cakes and easy to make goodies . the food service person would only be required at this phas on a limited basis. During these developments whi h w'll need to be closely monitored, the services of the food service. person will continue to expand. 4. Perhaps we can discuss briefly a ball-park figure as to cost. COST/EXPENSE REVENUE 1. Firstly, we should mention that those Centres which are operating fully advise expenses and labour are covered by revenues. 2. Initially the food services person will probably be required 8-10 hours per week, say September/October and increase to 15 h..&urs November/December --w.'l of course depend on acceptability of and demand of members foz food services. Using the estimated hours ths labour cost to end of calendar year would be about 225 hours at say 810 per hour, 82,250. There would also be a cost for stocking and for this we guess at 82-3,000 so a budget of about 85,000 appears reasonable for the balance of this year. This does not take into account profit but this will probably be minimal given the limited service planned in the development stage. 3. reasonable attainable goal would be operational break even early in 1988. Having dane a thorough of other municipalities, it becomes evident examination that Port Coquitlam heavily subsidizes the various associatiqns. FurthermoreI our costs are increasing each year in our arena and Uur income level is not keeping up with the increases. It is, thereforeI absolutely essential that a reduction in subsidy to the various associations be implemented for the new ice season (SeptemberI 1987). Macle Ridge Mino r Hockey Adult Hockey They have three tournaments per year. For, these they pay $ 32.12 per hour to a maximum — of 8 hours. After 8 hours they do not pay. rrhey have one tournament per year. Their charge is $ 42.50 per hour to a maximum of 8 hours, after 8 hours there is no further charge. Abbotsford Minor Hockey — They have 3 tournaments per year. A special day rate is charged, which is $ 536.00 Adult Tournaments Ringette for 24 hours. One tournament per year. The special day rate is $ 805.00 for 24,hours .
