6 Terrace Review — Wednesday, September 9, 1987 as Letter Kempf claims — ‘Surveillance — rampant in B.C. To the editor, It is with a great degree of concern that I look back over the past few months and con- sider what transpired during the period after which verbal allega- tions were made against me as the Minister of Forests and Lands. What really took place brings into serious question an individual’s right to privacy. The following has been known to me for some time, but | hadn’t decided what to do with it until now. I have been told, on very good authority, that during those days and for some four months after, -my phone lines — office, home and constituency — were not on- ly monitored, but also taped. Every conversation! This, to the average person, may not seem too serious, considering At- torney General and R.C.M.P. investigations were being done _ on me because‘of verbal allega-. tions which, as it turned out, came up with ‘absolutely no wrong doing. But let me tell you the rest of the story... The authority of. whom I | Reunion helpers thanked __Letter To the editor, . According to his information, which is first hand, there is a system in place through which any of the 67 members of the B.C. Provincial Legislature in Victoria can have his or her phone conversations automat- ically taped, simply by pushing a button in Vancouver. Apparently telephone surveil- lance is out of control in British Columbia, with as much as ten times the surveillance as is done. . in say Seattle — in the U.S.A. which is supposed to be notorious for this sort of thing. As well, if this isn’t enough, I was told there is an entire de- partment of one Ministry desig- nated to do this type of surveil- lance, not simply of elected members, mind you, but of — whomever is selected for surveil- lance. ‘ Scary? You bet it is! It is upsetting enough to know that personal conversations in my home and offices.were moni- tored. But it is even more dis- turbing to realize that I was not allowed confidentiality during conversations. with my consti- _tuents. Are we degenerating into a police state?. 1 can. remember during the campaign of 1975 making a very big thing of the- fact that the N.D.P. was looking to. set up a provincial police force. Some big deal in light of what is going on today. Ask yourselves why, in British Columbia and apparently the rest of Canada as well, do we need ten times the surveillance as does the U.S.A. Why an auto- matic system hooked up to the legislative buildings’ swit- chboard that is used by members of the Legislative Assembly? What criteria is used in making a © decision to -invade an_ indi- vidual’s right to privacy? What criteria was used to decide to in- vade my privacy? As Canadians and British Col- - umbians, we should demand an investigation into these allega- tions.
