4 NINETEEN COMMUNIST PARTIES ISSUE JOINT APPEAL Unity urged in struggle for peace > 19—PARTY pledge to do everything possible to “rally the world Communist movement and consolidate its unity” was issued last Tuesday. It was given in the commu- nique of the consultative meeting of representatives of Communist’ and Workers’ Parties which met in Moscow from March1to March 5. The communique, after declar-: ing that the participants had con- sulted on questions of mutual interest and exhanged opinions on the ways and means of surmount- ing differences and consolidating the unity of the world Commu- nist movement, went on: The. consultative meeting pro- ceeded in an atmosphere of fraternity and friendship and was imbued with the spirit of active struggle for the unity of the Com- munist movement to fulfil its great historic tasks, The participants expressed the firm determination of their Parties to do everything in their power to rally the world Com- munist movement and consolidate its unity on the basis of Marxism- Leninism, proletarian 'interna- tionalism and the course laid down in the 1957 Declaration and the 1960 Statement. The representatives of the Parties agreed that under pre- sent conditions the strengthening of the positions of Socialism, up- surge of the national liberation and the international work- ingclass movements, and growth of the forces standing for the maintenance and strengthening of peace, is the basic trend in world development, At the same time, it was noted that world reation, and in the first place, U.S. imperialism, is becoming more active in various parts of the world try ing to ag- gravate the situation and under- taking acts of aggression against the Socialist countries, the States liberated from colohialism, and the revolutionary movement of the peoples, In this situation it is more than ever necessary for all Com- munist Parties to show their sense of internationalist respon- sibility and to unite for the com- mon struggle against imperial- ism, colonialism and _ neo- colonialism, and against the rule of monopoly capital, for active support to the liberation move- ment and defence of the peoples subject to imperialist aggresion, and for the struggle for world peace based on respect for the sovereignty and integrity of all States. In a statement the participants expressed their solidarity with the heroic people of Vietnam and the Party of Labor of Vietnam, and issued acall for international solidarity in the struggle against the aggressive acts of the U.S, militarists. : Cohesion of all the revolution- ary forces of our time——the Socialist community, the national liberation movement and the in- ternational working class——is of decisive importance for the success of the fight against imperialism. This cohesion calls insistently for the strengthening of world Communist unity. Divergences in the Communist movement impair its unity and therefore do damage to the world liberation movement, to the Com- munist cause. United action The participants voiced their conviction that what unites the Communist Parties greatly out- weighs that which at the present _ time disunites them, Even though there are differ- ences over the political line and many important problems of theory and tactics, it is quite possible and necessary to work for united action against imper- ialism and to render all-round support for the liberation move- ment of the peoples, in the struggle for world peace and the peaceful co-existence ofall coun- tries, big and small, with differ- ent social systems, and in the fight for the vital interests and historical goals of the working class, Concerted action in the fight for these common goals is the most effective way of overcoming the existing differences, - The participants stressed that the Communist Parties must exert collective efforts to im- prove relations between the Parties and to consolidate the unity of the world Communist movement on the basis of the observance of the democrati¢ principles of the independenc® and equality of all the fraternal parties. In the struggle for the solution of tasks common to the whole of _the Communist movement, it is desirable to exploit all possi- bilities and ways, bilateral and multilateral meetings between representatives of fraternal - Parties, and other forms of Party contracts and exchanges of opinion, Common aims The participants are unan- imous in the opinion that under present conditions, asis declared -in the 1960 Statement, interna- tional meetings of Communist and Workers’ Parties arean effective means of exchanging views and experience, enriching Marxist- Leninst theory by collective effort and working out united positions in the struggle for com- mon aims, ” Such meetings, held with the observance of the principles of the complete equality and inde- pendence of each party, can render good service to the cause of surmounting differences and cementing the unity of the Com- munist movement on the basis: of Marxism-Leninism, proletar- ian internationalism, Therefore, in the opinion of the participants, active and allsided preparations. for a new interna- tional meeting to be held at a suitable date, fully conform to the interests of the world Communist movement, To convene the new meeting and to secure its success, itis necessary to prepare it both as to its content and from an organizational ‘standpoint, ac- tively to create by joint efforts favorable conditions for all fraternal parties to participate in its preparation, and to work tirelessly for an improvement of the atmosphere in ‘the world Communist movement, The meeting should serve the common cause of all Com- munists, Emphasis and concentration of efforts on the urgent tasks con- fronting the Communist move- ment will, more than anything else, bring our positions on the fundamental issues of the time closer together.
