Dear Sir: Re: Coguitiam River Bridge #1273 Thank you for your letter of September 17, 1975 advising my Department of your Council's resolution concerning the possibility of future flooding being caused by the pile-up of debris on the pier. For this site, the only bridge layout which would have no debris pile-up potential is the clear single span. In considering alternative layouts at preliminary design stage, my engineers, seeking the best balance between economy and safety, rejected the costly Single span layout in favour of the very economical layout now under construction. fhe clearance between banks and pier is believed to be sufficient to allow for the passage of debris, and any tendency to pile-up will be handled by our District Maintenance forces. I hope your Council can accept this basis of our engineering decision, that is, a high standard of safety and satisfaction for the public at an economical cost.
