Lee, Planning Officer, C SUL 28 1975 Re: Land Use Contract for Addition to Commercial Building on Shaughnessy Street Council may find itself familiar with the proposal of Mr. George Horner to add to the existing commercial building on Shaughnessy Street adjoining the Shaughnessy Mall. There have been two occasions in which Council was briefed on this proposal. The proposed addition and its usé, however, have major problems in two areas relating to the present zoning of C-3. As a result, only a Land Use Contract can permit the development to proceed, are: 1. Second floor exceeding 35% maximum coverage. 2. Proposed "library" use not permitted in C-3 as it is defined as a "civic" use, The regilation of the Zoning By~law limiting to 35 developments in our Tewn Centre. Th C Zones, however, is being studied 7 the Zoning By-law now underway, and Council in the near future. The 75% coverage proposed by Mr. Horner, in my view, is not objectionable for a two Storey building. The problem areas In consultation with the City Engineer, it has been indicated that no off-site works would be required as a condition If Council does not consider this to be out of order without a formal recommendation of the Planning and Zoning Committee, I would recom- mend that approval in principle be given so that a by-law can be prepared to designate the site a development area and negotiation for a Land Use Contract can commence.
