City council gave third reading to bylaws to rezone 2.5 acres of city-owned park land, which is to be traded to the developer for a 1.5-acre strip of riverside land for a trail, The decision came after a March 10 public hearing in which neighbours laid out their concerns about the expected big box deve- lopment off Hwy 16 just south- west of the new bridge. They argued for a series of measures to protect their views, contain noise and traffic, and pro- tect slope stability. . Their requests include a 30- foot treed buffer shielding the homes just south of the proposed slore, Haugland Ave. resident Melis- sa Munn also called on council to negotiate an improved deal with The Terrace Standard, Wednesday, March 19, 2003 - 81 the developer. She said the riverside trail could be rendered unusable by erosion within 50 years, adding the city should try to. renegotiate a wider strip of park land than the 15 metres currently proposed. “Is this the right deal to be struck?” Munn asked council. “To us it doesn’t look like much of a trade,” Munn said. “We won't have a park in a very short time.” Councillor Marylin Davies says it’s unclear how quickly the bank is eroding, but said even if the trail washes away as quickly as residents suggest, it may be a sa- crifice the city needs to make. “In order to have progress you have to give up things,” Davies said, “We may have to give up some parkland,” City councillor Stew Christen- sen said the city can always pur- sue methods — albeit expensive — to reinforce the bank to prevent erosion. Cormunity - ” Wednesday, March 19,2 0 ’ Residents near the Real Cana- dian Wholesale Club also warned that store has not fulfilled many of its promises. Cramer St, homeowner Linda Lee described a four-year battle over items like parking lot light- ing, garbage, and heavy truck traffic using residential streets ra- ther than proper truck routes. “We call the manager of the Real Canadian Wholesale Club and nothing happens,” added Jane Arbuckle. “We call the owners and nothing happens.” “You don't have to speculate what could it be. like,” Arbuckle added. ‘‘We can tell you whal it is like.” Lee and Arbuckle stid the Wal-Mart . development . would mean their home will now be flanked on both sides by big bax retailers. , - City councillors agreed items like a- treed buffer strip there ended up being inadequate. Munn also noted the Whole- rolling along sale Club, after it was approved and built, later expanded and be- came even claser to residents, Neighbours of the new develop- ment fear something similar could happen again — after'any chance at public input passes. Chamber of commerce reps were at the public. hearing but didn’t speak. The only business owner who. spoke was Sidewalkers’ Lori Mer- rill, who said the big box store would undermine the city's at- tempt to keep the downtown strong. “Tt changes the face of our community,” she said, adding Wal-Mart. is known for cheap pro- ducts and low-paid jobs. “They’re riot a great corporate citizen,” Merrill said, “We're thinking short-term here. We're arranging our community to sup- port one particular developer and ] don’t think that’s a good idea.” Cont'd Page B2 is onsale! on all fares within Canada and to the U.S. These are only some of the destinations available — just about everywhere we fly So many places to £0, people to see Our world is on sale — for — : travel right into the summer!
