Although some of the rates mentioned above are unbalanced none are so extreme that require remedial action and particularly for the fact that most of these rates, excluding Item A-1, apply to small quantities of work and nave little overali impact on the total tender value. The consistency of the unit price variation throughout the Scheduled Quantities indicates a balanced tender as well as competitive tendering on the part of the various contractors. 7. FORCE ACCOUNT RATES Force account rates were not submitted by any of the tenderers. However the force account rates _of Maple Leaf Construction Ltd. have been requested and are submitted in Appendix A of this report. These rates are in order. | 8. COMPARISON WITH ESTIMATE The average total tender price is approximately 15% lower than the original estimate for this work, | This difference may be accounted for by the extremely competitive nature of this tender resulting : from ihe present depressed economy. It should also be noted that the estimate was based on rates for similar work, where available, : and did not attempt to take account of possible savings due to pariicuiar methods of operation. . Ttis therefore expected that the lowest tender should be somewhat lower than the estimate. : tt may be concluded that the competitive tenders, which were all under the estimate, can be accepted with confidence.
