CONFIRMATION OF MINUTES: Moved by Alderman Thompson: Seconded by Alderman Laking: That the minutes of the reguler meeting of this Council held on June 13th, 1977, be taken as read and adopted. Carried. UNFINISHED BUSINESS: From the City Clerk, June 16th, 1977, advising that at the regular on neighbourhood pubs would be held at this time. Moved by Alderman Thompson: Seconded by Alderman Keryluk: That despite knowledge of Mayor Campbell's ‘arm's length’ interest in the Golden Ears Hotel as a mortgage holder, he continue to Chair the meeting and participate in the discussion on Neighbourhood Pubs. Carried. Alderman Laking stated his view that the first questions that must be answered are whether neighbourhood pubs are desired in the Community and if so, whether they should be located in or adjacent to shopping centres or in residential areas, Moved by Alderman Ranger: Seconded by Alderman Thompson: That the Municipal Council of The Corporation of the City of Port Coquitlam endorse the concept of Neighbourhood Pubs because: it decentralizes the consumption of alcohol; it is beneficial to walk to and from places of consumption; people are entitled to drink in an atmosphere of their choice; several petitions in favour of the Neighbourhood Pub concept have now been received. Carried. Mayor Campbell, and Aldermen Mabbett & Traboulay voted against the resolution. Prior to passage of the above—stated resolution, Mayor Campbell referred to the letter received from the Township of kichmond advising of the undesirable aspects of such an establishment that is located in a residential area of that municipality, and he stated his concerns with respect to changes in traffic patterns, the wisdom of trying to transplant an English custom in Canada, the problem of parking lots being untidy, and the noise generated by patrons - particularly at closing time.
