CORPORATION OF THE CITY OF PORT COQUITLAM PARKS & RECREATION COMMITTEE A meeting of the Parks & Recreation Committee was held in the Council Chambers on Wednesday, September 11th, 1986, at 3:45 p.m. In attendance were Alderman George Laking and Alderman Mike Farnworth. Also in attendance v&as K. Janna Taylor, Parks & Recreation Director. CONFIRMATION OF MINUTES That the minutes of the meeting of the parks & Recreation Committee held on Wednesday, September 3 rd, 1986, be taken as read and adopted. Item No. 1 Time Clock The Committee discussed the offer from C.C. Bottling Company Limited. The clock that they are proposino to give us is similar to the one in the new arena. Many problems have been experienced with the present time clock in the "new" arena and we do need a new one. 1$ II I ul Recommendation: ss I That we accept the offe" of a time clock from Coco Cola and that we sign the contract, I/O I ~u annd II Innl III I 1lllif & r h Ilk,' CARRIED Item No. 2 Industrial Direction Sign The attached memorandum from Bill Brown was discussed by the Committee. There was no problem with locating the sign on the Recreation Centre site as long as the location was close to Kelly Avenue. Some concern was expressed in regard to vandalism at this location. I ]J) Recommendation: approve the sign being placed at the PoCo Recreation Centre site. To ~l CARRIED /2. Teen Dances The following report was given to the Parks & Recreation Committee by Janna: I have discussed the aspect of teen dances with both Darlene Grieve and Joanne Edey Nicoll. As you are aware, both of these staff have, in the past, been responsible for the running of teen dances for the Parks & Recreation Department. It is agreed that there is definitely a need for teen dances in Port Coquitlam; presently there is not much available for teenagers in Port Coouitlam. It is not appropriate to have teen dances sponsored by individuals at this time. If we are to seriously address this problem of providing good activities for our youth, we need to hire a youth worker. Other parks a Recreation Departments, such as Naple Ridge and Surrey, have been seriously addressing the area of youth over the past years. We can choose to ignore our youth and do nothing or we can take a positive step forward and put money aside in next year's budget. Recommendations (From Janna Tavlor) 1. That we put monies in the 1986 provisional budget to hire a youth worker. 2. That the sponsoring of teen dances be by the Parks Recreation Department and that these be instituted in 1987 (maximum four) . & Nuch discussion took place with regard to the report. Committee felt that recognized community organizations should be permitted to host a teen dance. As to the aspect of a teen worker, the Committee had some reservations; however, they were prepared to support the concept that this be included in the provisional budget. With regard to teen dances, the Committee did support the proposal to sponsor two or three by the department in 1987. SEP f 1 1986 Recommendation: 1. 2. That teen dances may be sponsored by a recognized community organization. That the Parks S Recreation Department sponsor two or three teen dances in 1987. That individuals not be permitted to sponsor teen dances. 4. That monies be put in the 1987 provisional budget for a youth worker. CARRIED Item No. 4 Routlev Park The various problems at Routley Park were dis- cussed. 1 lderman Farnworth went over the community meetino held at Birchland Elementary on Friday, Septembe. 6th, 1986. He indicated that the residents were concerned with the amount of youths who congregate in the park and cause vandalism. Janna indicated that the parks crews have had to clean up the park on Nondays as there is a lot of garbage after the weekends; we also had to paint the Routley learner pool building due to vulgar language being painted on the walls. Alderman Farnworth went over the various suagestions which came forth at the meeting: Locate additional lights in appropriate 1. places. 2. 3. Take down the hedge by the fence. 4. Dig out the stump. Trim the branches on the trees close to the lamp by the playground eouipment. Janna will get costings in regard to the removal of the hedge and the installation of another light.
