(Continued) - Flood Construction Levels (FCL’s) will be determined as follows: a) Fraser and Pitt River Floodplain North and South of Lougheed Highway FCL = 5.15m GSC b) Coquitlam River Floodplain South of Lougheed Highway: i) on interim basis, by referral to BCE, ii) the City will prepare a map (to be reviewed by BCE) showing FCL’s based on Im above the crown of the highest road surrounding the block containing the building site, but no lower than 6.5 m GSC south of Welcher Avenue, and no lower than 5.15m GSC in the eastern part of the area. c) Coquitlam River Floodplain North of Lougheed Highway - specific referral areas to be identified by BCE d) Developments adjacent to Hyde Creek and Smiling Creek: - referral required to BCE for recommendations on site specific setbacks and elevations (Formal Section 82 Land Title Act consent letter and covenant required) - URB-1 Area Process - except for special referral areas (i.e. Hyde Creek and Smiling Creek) and following completion 2¢ tem b (ii) above, no further referrals to BCE would be required. - the City may wish to register on tide standard covenants for single farnily residential, multi-unit residential/commercial etc. BCE could assist in drafting the standard covenant conditions. All Floodplain Areas which are outside of URB-1 and IND-1 Areas including Fraser/Pitt river Water Front Lots - all subdivision plans requiring approval by the Approving Officer shall be referred to BCE. BCE will issue a consent letter (Section 82 Land Title Act) and BCE will sign the covenant and the subdivision plans. Parking Areas Below the FCL - BCE recommends that vehicle parking areas be permitted within buildings subject to the following limitations: - no limitations on gpensided covered parking - for single family homes the enclosed garage area should not exceed 38m2 - for multi-unit buildings, no limitations on parking area, however, the “parking” area should not incorporate storage lockers, electrical, or mechanical rooms below the FCL unless these areas are “tanked” and accessible only from areas above the FCL. *Note (Elevators accessing a parking area below the FCL should be equipped with a safety device preventing descent into a flooded area; and signs should be posted, “Area subject to flooding”) 3/
