April 3rd, 1978. A regular meeting cf the Municipal Council of The Corporation of the City of Port Coquitlam was held in the Council Chamber, Port Coquitlam City Hall, 2272 McAllister Avenue, Port Coquitlam, B. C. on April 3rd, 1978. His Worship Mayor J.M. Campbell, Aldermen J.J. Keryluk, G.R. Laking, E.W. Mabbett, P.F. Ranger, L.M. Traboulay and M.A. Thompson in attendance. Also in attendance were Chief Administrative Officer L.D. Pollock, City Clerk R.A. Freeman, Fire Chief W.S. Wingrove, Planning Officer L. Lee, Recreation Director Janna Taylor, Works & Utilities Superintendent G.W. Ulmer, and Mrs. D.L. Vyse. CONFIRMATION OF MINUTES: Moved by Alderman Thompson: Seconded by Alderman Laking: That the minutes of the regular meeting of this Council held on March 20th, 1978, be taken as read and adopted. Carried. DELEGATIONS: Mayor Campbell introduced Mrs. D. Fridge, property owner of 1663 Coquitlam Avenue, to speak on behalf of the residents of the 1600 and 1700 Blocks Coquitlam Avenue regarding the covering of the drainage ditch. Discussion then ensued and Alderman Mabbett advised the work could be done through the Local Improvement Program. Alderman Ranger suggested the Public Works Committee look into the possibility of putting in curbs and gutters at the same time as the closure of the drainage ditch. -Alderman Thompson inquired if the residents were aware that the Local Improvement Program is a cost sharing program and the residents replied they realized this, but felt they should not have to pay the full amount as part of the water draining into this ditch comes from as far away as Prairie Avenue. The Chief Administrative Officer, Mr. L.D. Pollock, replied the residents would pay for the standard size of pipe on the Local Improvement Program and if a larger one wes required to service a greater area the City would absorb the difference in cost.
