The CORPORATION OF THE CITY OF PORT COQUITLASI -2.- 1. Mr. Knight's December 7th, 1974 proposal outlined three increased levels of drainage control beyond that provided for by the Flood Contzol Programme. The Public Works Committee recommendation is based on an investigation of only one higher level of drainage control, that resulting from the ten year return rainfall. Mr. Knight's December 7th, 1974 proposal also was predicated on his investigation covering the entire area affected by the Flood Control Programme. The Public Works Committee recommendation frankly suggests that the Level of drainage control provided under the terms of the Flood Control Programme is -sufficient in some areas of the flood plain. The above is an attempt to explain why Mr. Knight's original estimate of approximate!: $24,000 is reduced to $10,000, 2. The Flood Plain area south of the C.P.R. tracks has been considered by successive Councils for a number of years as the City's primary future industrial area. Developments taking place in this area in the past and at present reinforce this plan. The undersigned is very concerned that as more industrial development takes place and there is no reason to suggest that it won't, quantity and rate of runoff will increase substantially beyond the drainage control capacity provided under the terms of the Flood Control Programme. It is felt that it is essential that information on this potential problem be obtained concurrent with the design work being undertaken for the Flood Control Programme. It was suggested by Alderman Ranger that some type of acreage surcharge payment could be provided by industrial development to offset improved drainage control capital expenditures. 3. Cedar Ditch and Hyde Creek dvain through present and future built up residential areas. It is the opinion of the undersigned thet it is essential to have knowledge as to ‘vhether these water courses are capable of handling the instantaneous runoff from the ten year return rainfall. I don't believe that the questions that have been raised with regards to the Lincoln Avenue diversion and the single pump proposed at Prairie Avenue can be totally and Satisfactorily answered without this information. 4. At the present time Crippen Engineering Ltd. are engaged by the Provincial Water Resources Department. Any requests from the City for Crippen Engineering Ltd.. to investigate various items of concern have to be cleared with Mr. Bonham. If the requests do not fall within the terms of the flood Control Programne, Crippen Engineering Ltd. are notin a’ position to accede to our requests.
