which assessments will be carried out, therefore we must
consider this letter as an order to get on with the job.

Another curious thing about the timing of this letter is
that it followed by one day a press relezase by the Minister of Municipal
Affairs that the Municipal Sewage Treatment Plant Assistance Act has been
altered (presently called the Sewage Facilities Assistance Act) and that
the Province will now be contributing to Municipalities costs in excess of
a 3 mill levy providing sewage treatment and trunk line facilities. The
reassessment to 100% market value will prebably triple the value of a mill
for general purposes and it is therefore unlikely that any Municipalities
in the Province will benefit from this financial assistance if the
reassessment directed by the Commissioner is carried out. It is difficult
to determine exactly what the effect might be until we know all of the
details of the forth coming legislation.

I thought Council should be informed of these developments.
We have some of the work done towards reassessing at 100% of actual value
as we had contemplated going to a two roll system. Our Assessor feels
however, that we will need additional staff, perhaps one appraiser to carry
out the work required. We have been on a four year reassessment cycle and we
are therefore geared to carried out assessment on about a 1/4 of the town
every year, therefore the reassessment program wili be stepped up considerably.

I am somewhat apprehensive in rushing into complete
reassessment in view of the Commissioner's comments in the last paragraph
of his letter advising that we should retain any data processing records
that we may have pertaining to the 1974 roll. It appears to me that the
rules of the game might be changed again before the 1975 roll is produced.
I do feel however, that there are so many inequities in the present system
that it is imparative that we work toward restoring equity for the 1975 roll.
I hope that legislation will follow that will enable us to bring this about.
