Delegates to the provincial conference of the Trades and Labor Congress of Canada held here last week unanimously pass- ed a resolution introduced by In- ternational Brotherhood of Elec- trical Workers demanding that application of the Industrial Con- ciliation and Arbitration Act be made “voluntary, so that no un- ion shall be bound by its provi- sions unless that union requests to be certified under it .” The resolution called for peti- tioning of the legislative assem- bly of B.C. to amend the ICA Act accordingly. The act “contains many feat- ures which are diametrically op- posed to free collective bargain- ing,” said the resolution. “Many provisions are in conflict with our constitution, such as the com- pulsory supervised strike vote, compulsory cooling off periods and compulsory arbitration.” Changes in the act are neces- sary so that unions can “main- tain full freedom of collective bargaining,” the resolution said. Failure of the Coalition gov- ernment ‘to include a labor rep- resentative on the parliamentary committee appointed to meet unions and employer groups to discuss possible amendments to the ICA Act was strongly criti- cized in another resolution unani- mously adopted by the 88 dele- gates. Tories, Liberals and the CCF were allowed representatives on this parliamentary committee, ‘but the only labor man at Vic- toria, Tom Uphill.
