Application 3/82 750 Prairie and 3171 Rae RECOMMENDATIONS: That City Council inform Greater Vancouver Regional District and Agricultural Land Commission that the City's opinion is this application is premature for development of non-urban land in Port Coquitlam. COMMENTS: 1. These properties are located along the south side of Prairie Avenue east of Cedar Street, south of the Barberry neighbourhood. 2- Due to the properties being located immediately south of a single family neighbourhood, the owners have applied to exclude their Properties from the ALR so they can be developed. The owner's reasons for requesting the properties be excluded is the closeness of an urban neighbourhocd limits the agricultural; potential of the lots. In addition it. is the owners! agent's contention that the surrounding Properties are not used for agriculture but rather are estates and rural residential lots. 3. Public utility services to the properties, sanitary sewer, domestic water and access are available from Prairie Avenue along the properties' north perimeter. -There is a deficiency, however, in the area's storm water removal. In a study prepared for the City, Crippen Engineering, found the level-of flood protection in this area to be very weak. The level of flood protection is at an agricultural standard where up to 24 hours may be required to clear a 1:10 year Flood. 4. If this application for rezoning to permit subdivision is to be considered, a much higher standard of protection (1:200 year flood) must be provided for the area. In as much as that protection will be for the whole north east section of the City, reservation is expressed about its necessity at this time. It is fer the above mentioned reason that this report is recommending against the application, it is felt to be premature.
