Sheila Hertslet, was officially appointed by the S.P.C.A. and eity Council as of November first and already is surrounded by dogs and cats thal she has welcomed into her shelter on Haugland Street. Sheila reminds all citizens that all dogs must be tied or kept ona leash, That is a rope, a chain or a mental leash which means the dog is well enough disciplined ‘toremain on his own lot or to “heel” along the road. This by no means.that Sheila is an authoritarian type of person.
