Our annual Fall Sub Drive, af- ter getting off to a good start, has bogged down somewhat. Most of our press builders are probably still recuperating from the provincial election. Either that, or they don't feel that we are really ‘‘in’’ the drive as yet....that there is still plenty of time left. Whatever the reasons, we think it necessary to point out that by far the © greater ma- jority of press clubs, have done little or nothing in the drive so far. Un- less steps are quickly taken, we are in danger of failing to meet our drive commitment and thus of losing all the circulation gains we have registered since the be- ginning of the year. As of this date, the city has submitted 180 subs on its target of 937: the province 134 on 916. Of this total of 314 subs, more than half (163) have been in paper sales, showing that there is a wide field for a paper such as the PT in our province. However, the number of ac- tual subscriptions, as represent- ed by renewals and new readers, definitely shows that we are not getting out into this untapped stream. The figures show that we have received 151 6-month and 1-7 year subs on an objective of 1475. Since the beginning ofSeptember, only 15 new readers have been won, including two in the city during October and not even one in the province. This is a far cry indeed from what isneeded. At atime whenthe international political climate has never been as favorable as it is now, at a time when more and more people in B.C. are searching for answers to their pressing problems, we can reach new heights in extending the popu- larity and influence of our paper. Unfortunately, the results todate “What you need, Sir, is a nice quiet weekend down at Cliveden to forget all about it!” indicate that we are not yet seiz- ing these new opportunities which are presenting themselves to us. In the city, for example, only the Broadway and Olgin clubs are near the 25 percent mark of their quoatas. In the province, the New Westminster club leads with eight subs on its quota. of 40.. ....or about 20 percent. And yet in just one week’s time the drive will be half over. In spite of all the weaknesses, however, there are some encour- aging signs. Both the city and Province are doing well with paper sales, with some outstand- ing clubs already being well over their quotas in this respect,i.e Vancouver East and Nanaimo. All told, our paper sales target is already 42 percent fulfilled. Another interesting feature is that most of the renewals that have come in so far, have been. mailed in by subscribers all over the province andthe Lower Main- land, without waiting for someone to call around and collect. In other words, this shows once again that where we are able to get the paper into a worker’s hands, it is being read and sub- scriptions renewed. The prime need now is to mo- bilize all our forces inthe strug- gle towinnewreaders toourexist- ing mailing list. And the time to do so is now. ... .becauseifwe let another week or two slip by we may well find ourselves with a virtually insurmountable task as the campaign proceeds. Even if it were being resorted to in a serious attempt to achieve unity, it would be harmful because of the suspicion, mistrust and con- fusion that it disseminates. But it is not an effort to achieve unity; it is a considered attempt to create a rift in the world Communist movement. As though to make this evident be- yond any doubt, the Chinese com-_ rades, in their document of June 14, insinuate that the overwhelm- ing majority of the Communist and Workers parties, by their po- licies, ‘‘are departing from Marxism-Leninism and prole- tarian internationalism.”’ In another part of their docu- ment, but with reference to an identical straw man, the Chinese leaders declare ‘‘then such a party is absolutely incapable of leading the proletariat and the masses in revolutionary strug- gle, absolutely incapable of win- ning the revolution and absolute- ly incapable of fulfilling the great historical mission of the pro- letariat.’* In brief, although not briefly, the central committee of the Chinese party indicates by in- nuendo that we are no longer worthy of the historic name of Marxist-Leninist parties. After conjuring up astraw man of alleged opportunistic policies, the Chinese leaders suggest that the evil that they have con- jured up will be corrected in the various parties only when ‘¢Marxist-Leninists inside and - outside the party will replace’ the present leadership. Con- cerning its own attitude to the factional schisms that this anti- cipates, the CC of the Chinese party announces that, ‘‘together with Marxist - Leninist parties and revolutionary people the world over,’’ it will continue ‘the struggle against imperial- ism and for world peace.’’ Along with its systematic use of defamatory innuendo in a man- ner which makes it applicable to every party which gives un- equivocal support tothe 81-Party Statement, the central committee of the Chinese party resorts periodically to carefully phrased insinuations and general accusa- tions directed against one per- son, whom they identify, without actually naming him, by refer- ences to the introduction into the body of Marxist-Leninist doc- trine of the thesis that ‘‘war is no longer fatalistically inevi- table’’, the thesis that ‘‘in some countries, provided that certain conditions are fulfilled, it will be possible to achieve the trans- ition from capitalism to social- ism without civil war,’’ and the thesis that the struggle for “*peaceful coexistence between countries with differing politi- cal and economic systems is the most reasonable basis for the foreign policies of the so- cialist countries.”’ The fact that the CPSU is the main target against which the central committee of the Chin- ese party is aiming its barbed innuendos is made evident in numerous pretendedly specula- tive statements of which the fol- lowing is a typical example: “Tf anybody, following in the footsteps of others defends the erroneous opportunist line. and policies pursued by a certain socialist country instead of up- holding the correct Marxist-Len- inist line and policies which the socialist countries ought to pur- sue, defends the policy of split instead of upholding the policy of unity, then he is departing from Marxism-Leninism and proletarian internationalism.’’ Everybody who readsthe docu- ment from which this quotation is taken knows that the ‘‘cer- tain socialist country’’ referred to is the Soviet Union. This is made evident all-through the document. As though to make sure that no reader makes the mistake of assuming that this defamatory in- nuendo refers to Yugoslavia, the document denounces the state- ment that Yugoslavie is a soc- ialist country and denounces ‘certain persons’’ for trying to win that country back “‘into the socialist community and the in- ternational Communist ranks.’’ In the recent joint statement of the Communist Party of China and the Communist Party of New Zealand the same technique is used to smear individuals. Along with terms that the Chinese lead- ers use frequently to indicate the first secretary of the CPSU the Chinese and New Zealand leaders charge that individuals (whom they do not name direct- ly) have emasculated the revolu- tionary essence of Marx- ism-Leninism, that they refuse to support revolution themselves and prevent others from sup- _ porting it, that they act as a special detachment of United States imperialism, have helped to restore capitalism in Yugo- slavia, that they weaken the struggles of the colonial peoples and sabotage the revolutionary ~ struggles of the peoples of the whole capitalist world. If there were any evidence at all to justify such grave charges against a member of the world Communist movement, it should be indicated and the person or persons should be_ identified clearly. Instead of that, the Chin- ese and New Zealand leaders throw out the charges ina sweep- ing statement taking care only to make it evident that the target of their slanderous innuendo is comrade N, S.
