BACKGROUND On November 14, 1994 Council deferred a decision on Licensed Establishment Application 51/94 that would have permitted the Lighthouse Restaurant to be reconstructed with the former lounge/holding area upgraded to a neighbourhood pub. The deferral was the result of same members of Council requesting additional information on the procedure that applied to this type of applications, on the status of the application ta the Liquor Control Board, and on the advisability to hold a public information meeting or formal survey of public opinion. PROCEDURE Section 21 of Division 5 “Licensed Premises” of the City of Port Coquitlam’s “Development Procedure Bylaw, 1987, # 2243”, reads as follows:
