2- h. Provision of permanent consent to allow the City the leasing of a public right-of-way of sufficient width along the edge of vegetation to permit construction of a boardwalk. The exact location and width of the right of way to be determined prior to final reading, with assistance from the Ministry of Environment. The City will agree nat to build the boardwalk until it has obtained sufficient rights to have a continuous boardwalk from the Pitt River Road end to a location near the eastern end of Argue Street (see attached sketch). BACKGROUND: This application for Official Community Plan amendment and Rezoning will permit the development of a 5 unit residential building. The subject property is currently in an area designated for highway commercial use in the Official Community Plan. The Riverfront Area Control Plan, however, proposes a mixed residential/commercial use for this property and surrounding area. COMMENTS FROM OTHER DEPARIMENTS : Engineering Department: The following works are required: 1. Sidewalk - east side of roadway to conform to Riverfront study; 2. Widen Argue to 8.5 m curb to curb complete with barrier type curb and gutter - both sides; 3. Infill ditch and install storm sewer; 4. Install underground dip service, hydro and telephone}; 5. Install ornamental street light(s); 6. Service connections and development cost charges at building permit application; 7. Notification to and approvals from Fraser River Harbour Commission, Ministry of Environment and Water Management and Ministry of Transportation and Highways; and 8. Submission of a servicing plan. Building Department: 1. The Building Bylaw requires that this buiiding be sprinklered; and 2. A building code review will be done at the time of building permit application.
