ยข THE CORPORATION OF THE CITY OF PORT COQUITLAM | MEMORANDUM - SEP 1 5 1986 TO: B.R. Kirk, September 11, 1986 City Administrator FROM: F.E. Peters, P.Eng., City Engineer SUBJECT: Ciosure of Lane at Elinor Drive - Public Works Committee September 2, 1986. RECOMMENDATION: THAT the lane adjacent to 1591 Elinor Orive be stopped uo and closed to traffic just north of Elinor Orive. AND COMMENTS: WIth the opening of the Mary Hill Bypass there is a large catchment area centered on Elinor Drive which has no direct access to Mary HiIl Road except by going out of the way to the North as far as Thea Avenue and turning south again. This +rafttic has found a more convenlent shorter route to its destination by using the lane system behind Elinor Drive as shown on the attached sketch. This extra volume of traffic creates difficulties for the residents whose properties back on that lane. A large petition has been received by the Public Works Committee requesting that something be done about this traffic flow. Once elther Eastern Orive or Western Drive are extended through into south Mary Hill this problem wil! resolve itself. In the meantime, the Committee feels it would be practical to close the iane aS shown on the sketch to prevent this short-cutting. This closure would not effect the use of the lane by the. local residents as the main tane. stil! has an outlet at both ends. Our garbage collection route would also continue to be accommodated. bie F.E. Peters, P.Eng., FEP/al City Engineer Conf .Eng.09/11/86
