However, I feel that probably you are more interested in the impressions of the Opening of Parliament which took place, as you know, last Monday amid the demonstration of the Indian Peoples' Caravan. It seemed to me to be unfortunate that the Indian Peoples’ just cause was somewhat diverted froin its _ original play by the actions of <= white groups which had joined, » their own reasons: If you were -- walching television that . > evening, lam sure you noticed a ~, very large red banner flying “- over the heads of the demon- stralors. This banner stated J that the Communist and ae Marxist-Leninist Parties of Canada support ‘that Indian i" people. It was obvious from the .- outset that the Indian people i were none too happy tohave the support given them by these ‘:, people and, in fact, attempted lo *: have them leave the Hill at one point, They were unsuccessful v= in this bul eventually presented > their statement of grievances iy whieh as we all know has in it #* alements of justice for the In- - dian people. There are great inequalities of housing and education and many of the other items brought forward by the group were those that have been sought by the Indian people for many years in our country. The Minister of Indian Af- ‘fairs, the Honourable Judd Buchanan, to whom the Prime Minister has appointed me as Parliamentary Secretary, had made arrangements to meet . with the group al twa o’clock in i theafternoon. The appointment was not kept. He is still willing — to meet with them because, in his words, “I am willing to give lhem -the benefit of the doubt because I feel they were net responsible for the violence _ which took place”. And I _ believe a meeting will take Place before the Cdravari "personnel leave for their homes. In addition to that, the Minister of Indian Affairs will be visiting - various Indian communities in ' the country; to the East this 7! . weekend. I will be going 1o the - ’ Caughnawaga Reserve in Montreal and then later, during Thanksgiving weekend, Mr. Buchanan will be in villages in ' Manitoba, Saskatcewan and : Alberla and, following that, _ during the iong weekend in November, he will be in villages * in British Columbia. Caravan for, ' Vanderhoof, Minister, a meeting in London, Ontario, and of course this weekend to the Caughnawaga Reserve, Next weekend, I will be in my constituency visiting in the Queen Charlotte Istands to assist in (he opening of the Fire Hall there which was con- structed as a Winter Works Project in the last year and to hopefully meet with the Skidgate and Haida Band Councils if such meetings can be sel up. I will then spend a day in Prince Rupert before returning to Oltawa for meetings of the House which will begin promptly after the Thanksgiving holiday. In addition this month, I will be going to Vernon, B.C.; on (he 18th, 19th, and 20th for the Convention of the Liberal Party there at which I will be speaking and, on the weekend of the 26th. Lwill be in Kitimat to be part of the Chamber of Commerce Convention scheduled at that time. Wehad anticipated the visit of the Ministers Don Jamieson of DREE and Ron Basford of Western Ports and Revenue on the first weekend of November but itnew appears that that tour will take piace on the 15th, 16th and 17th of November instead. trust that this will be a time when the Ministers will listen to the people of the North, rather than speak, and a time too when , the constituents of Skeena will have an opportunity to make known their views, particularly on Northern Development and the social, environmental and economic situations which surround that development. If any of the readers wish to have copies of the Speech from the Throne, I hope they will cantacl me as I would be very pleased tosend them out. There are Several items of particular Interest to us in Skeena in-the Speech from the Throne; T'think rticularly reference to the upgrading of senior citizens and veterans allowances and in the area of transport with the equialization of freight rates and the airport proposals made which indicate the government is taking a far more realistic look at the difficulty of travel in mare ramola areas of Canada. This should be good news for Fart St. James, Burns Lake, Masset. and Smithers, lam sure, There are a greal many areas of concern within the Speech from the Throne that I could discuss but I - feel that you would probably wish lo read il yourself and draw your awn conclusions, I will look forward to being in the riding frequently, It think that I should explain that with the appointment as a Parliamentary Secretary I have been fortunate in being "8702 LAKELSE st PHONE 635-6a02' TERRACE SLUMBER. It is net just Indian Affairs that Ihave beena appointed to, however it also takes in responsibilities for the Yukon and the Northwest Territories, all National Parks and Historic Sites. There is a proposal by Mrs. Gladys Blyth of Port Edward’ that some of the Skeena area be considered as a National Park. She is looking for support in this and has contacted many of the communities that are in the area. I wish to reassure those communities that there is no thought on the part of Mrs. Blyth ta constrain either the physical expansion of the cities or the economic expansion of the industries which surround them. A linear Nalional Park in the Skeena area, if properiy placed before the attention of . he government, could conserve for the future a part of a historic tiver which would be that dynamic blend of natural and histarie resources, complete with a transportation corridor, and protected as a trust for the future generations. It is my intention to circulate the job through the riding on a year-by-year basis as due to the size of Skeena,, it is almost impossible to set up the traditional constituency office which is done in the larger urban areas, With regard to the Local Iniliatives Program, I have assigned one or two people in each of the major communities to meet with the representative of the Department and myself in the consideration of the * proposals made for LIF grants, There is $755,000 assigned for distribution in the constituency _ of Skeena and I. shall do everything possible ta see that it ° is distributed in a fair and even manner across the riding. How can the citizens of this land be so blaa.... and just sit back and take it? Do they realize that there are more people killed each year in this land from smoking tobacco than in all the automobile accidents put together?
