THE CORPORATION OF THE CITY OF PORT COQUITLAM My ’ MEMORANDUM AP 3 1978 Mayor and Council March 30th, 1978 Planning and Zoning Committee RE: Land Use Contract #15 Proposed Amendment Council will recall the subject lard use contract between the City and Clar-For Holdings Ltd. to permit the development of the four industrial buildings on McLean Street. The zoning reference in the land use contract is M~3 which is primarily designed as a transitional use between residential and manufacturing industrial uses, We have recently received requests to allow some form of food retail outlets in these industrial buildings, primarily to serve the industrial area, the proposed use; however, is not currently permitted under the land use contract. The Planning and Zoning Committee discussed this matter and the Committee is of the opinion that take~out food service in the industrial area is desirable, Take-out food service can be defined as "an establishment where food is sold to the public without provision for consuming such food within the premises and where only a limited number of tables and chairs is provided as approved by Council, primarily for the convenience of cuetomers waiting for their orders." RECOMMENDATION: The Committee recommends that the land use contract be amended to include "food take-out service" as a permitted use with the following restrictions: . 1. Seating capacity in each establishment is limited to 16. 2. Business hours is limited to between 7 a.m. to 3:30 p.m. ‘ “C22 L. Lée, Planning Officer
