From the Public Works Committee, August 27th, 1976, advising that re parking lot- aera Wilson the construction of a parking lot on the newly-acquired Boud property on ; Wilson Avenue has been considered, that the site could accommodate 33 parking stalls West of the Simon Fraser Health Unit, and that preliminary estimates indicate the cost of providing drainage, curbing, paving and landscaping would amount to $14,000.00 - which amount could be provided from the City's Parking Reserve Fund. The Committee, in its report, stated it is anticipated that the stalls created would be offered for rental on a monthly basis to people working in the downtown area; therefore, the costs for development of the facility could be recovered. Moved by Aiderman Mabbett: Seconded by Alderman Laking: That as recommended in a report from the Public Works Committee, Auguet 27th, 1976, with respect to the proposed parking lot at 2274 Wilson Avenue: 1. This project be agreed to in principle and be given further consideration; 2. The Finance Committee make an appropriate recommendation to Council on financing and rental charges so that the project can commence as soon as possibie. Prior to consideration of the above~stated resolution, a discussion ensued and Alderman Laking stated his concern that parking stalls in the City's existing facility at the rear of the Shaughnessy Mall building are already over-rented, and suggested that local employees use the City's parking lot off Elgin Avenue behind the Royal Bank building; however, Alderman Mabbett stated he felt it was a step in the right direction to accommodate those persons working in the downtown area by providing an opportunity for them to rent City parking stalls on a monthly rental basis. Alderman Traboulay, in expressing his concern that renting the City's parking stalls to private individuals may set a precedent, etated he agreed with Alderman Laking's suggestion of more use being made by persons employed in the downtown area of the City's facility behind the Royal Bank building. Alderman Traboulay then referred to the first recommendation in the report, and stated he would rather proceed with construction.of the parking lot now than only agree to the work in principle. Alderman Mabbett stated that while he felt the Finance Committee should review the cost of the project, he would like to see the work commence during the present good weather conditions, and he proposed the following motion:
