PC Meeting, August 17, 1993 cont'd. BACKGROUND: A Rezoning and Development Permit Application has been received for the construction of 9 74 unit apartment building at 2436 to 2478 Welcher Avenue. The site is currently zoned RS-1 (Large Lot Residential), it is designated "Apartment" in the OCP and is subject to the design guidelines for th.e "Downtown" Development Permit Area. PROJECT DESCRIPTION: The proposal is for a four~storey apartment building with a floor area ratio of 1.39 and site coverage of 48%. The front yard setback is staggered from a minimum of 12.5 ft. to 30 ft. The rear yard setback of the building is approximately 21 ft. and the interior side yard setbacks are 25 ft. to 28 ft. A total of 121 underground parking spaces and four surface parking stalls are provided on the site. Access to the underground parking garage is from a rear lane. The height of the building, in the four-storey section, is approximately 45 ft. COMMENTS FROM OTHER DEPARTMENTS Engi . D t3 lL. Welcher Ave. to be constructed 1/2 road + 1.0m (future 10.5m e/c) for full frontage of the site. Barrier type curb and gutter, concrete sidewalk and ornamental street lighting are required. Storm sewer to be installed complete with site service and catchbasins - extend from Rowland St. to west property line of the site. Watermain to be upgraded to 200mm dia. from Rowland St. to the west property line the site complete with service connection and Fire hydrant(s). Underground Hydro and Tel services are required to the site. Lane south of Welcher to be paved for the full length of the site complete with storm drain as necessary. The minimum habitabie floor elevation for the site is 6.8m G.S.C. datum. Development Cost Charges are applicable for 74 units and a DCC Trust Agreement will be required. Sanitary sewer connection will be installed by the City at the developers cost at building permit application.
