9. The Local Authority, being a participating member of the Greater
Vancouver Regional District, will administer those floodable areas referred
to herein in this Agreement as the South Section within the jurisdiction
of the Local Authority so designated in the Official Regional Pian for

the Regional District in accordance with the conditions set out in the
Letter Patent and Supplenentary Letters Patent of that District, subject
to the requirenents of Section 187 of the Municipalities Enabling and
Validating Act, being Chapter 261, R.S.8.C. 1960. The Local Authority
will also encourage flood-proofing in order to diminish potential flood
losses withia the area protected by the work constructed or improved under

this Progren.

10. If any question of the interpretation of this agreenent or of
the performance of the Province or the Local Authority arises or where no
exoress or only partial or imperfect provision has been made herein, a
reference shall be made to the Minister of the Environment, whose

ceterminatisn thereon shall be finat and binding.

HN. This Agreement shall extend to the benefits of and be binding

upon the parties hereto and their respective successors and assigns.

12. Supplementary agreements between the Province and the Local
Authority hereinafter entered into with respect to any other construction
or improvement of works under the Federal-Provincial Agreement, shall form
part of and be read in conjunction with this agreement. it is understood
and agreed that such supplementary agreements shall not become lading on

the Hunicipality without the express consent in writing of the Municipality.
