Healthy body anticipates birth THE NEW body which will take over community health services here could become official as soon as the end of the month, “Then we can get down to work,” commented Bob Keily who bas been involved with the Start in planaing the Terrace and Area Health Council. The council is part of the provincial government's New Directions plan to create regional and local health councils to con- trol health care decisions. The basis of the councils is that local people can best make deci- sions for their communities. An interim group began meet- ing last year to plan for the change. The new council will take over responsibility for Mills Memorial Hospital, Terraceview Lodge and a variety of other services includ- ing drug and alcohol programs, infant support services and com- munity health services. The new council will have 12 members — four named by the provincial government, four ap- pointed from local governmenis and four from the community at large. Those latter four will eventually be elected in the same fashion as municipal councillor, school board members and regional dis- trict directors are chosen. A final document outlining the goals of the health council is being readied for shipment to — Victoria for approval. Kelly admitted the task is a large one given the necd to set up an administrative structure and then to assume control of health services from existing bodies. “We have a transition team in place and the next step is to come up with a management plan,” he said. I'd say the transfer of services and employees is another year away.”? *“There’s a lot of work ahead of us yet and everybody on the council wants to be sure we have a good grasp before taking over,’’ said Kelly. Eventually the local community health councils will receive a set amount of money from which to make spending decisions. The provincial government has said there will be a core set of services that must apply across the province. The northwest regional health council recelved its officlal desig- nation the end of 1994. Its mem- bers are drawn from community health councils. Dreher ‘said his inclination is not to attempt anymore rerouting of the creek channel. “It’s perhaps best to Ict nature © take its course and work with it instead of against it and forcing the creek someplace where it doesn't want to ga,”’ said Dreher in adding that high flowing creeks are unpredictable. “We could then work to pro- tecting the ditch as much as pos- sible,’? he said.
