School Planning Council: the Parent's Role As you likely know, each school under CSF (francophone school board) jurisdiction is in the process of convening a school planning council (CPS). This council will be established according to the British Columbia Education Act, following amendments adopted in the spring of 2002. The council is responsible for preparing and submitting to the school board a plan to improve students' academic performance and other issues covered by the school board's accountability contract for that school. Since the provincial government decided to set up these councils for the 2002-2003 academic year, guidelines for their composition and operation were drafted at the last minute (an ongoing process). For this reason, there is some confusion regarding council establishment, role and operation. As a result, many parents are reluctant to sit on such a council, since they don't really know what role they are expected to play. We take this opportunity to briefly outline a parent's role and responsibilities as a member of a school planning council. Participation on this type of committee is not very compli- cated. It simply calls for some time and effort, both in small amounts when compared to the impact that the plan for academic success could have on the quality of the education our children receive. We should also point out that, in cooperation with CSF representatives, school ad- ministrators, teaching staff, and support staff, the FPFCB is striving to develop the tools needed to sup- port the work of this council. In November 2002, the FPFCB produced a draft version of a CPS manual, which we sent to every APE. We also plan a training tour next fall. This means that you will have considerable support to help you carry out your work! Responsibilities The parent helps to: © Identify and analyze data deemed required to draft plan objectives and strategies. (Ministry of Education basic skills assessments, question- naire for parents, students and teachers, stu- dents' academic performance, linguistic and cultural vitality within the school, etc.). © Draft goals and/or objectives for the plan for academic success. © Define and apply a consultation/information process for community-school partners. © Identify strategies and means of implementa- tion to ensure that objectives are achieved (resource allocation, staff assignment, educational programs and services, etc.) © Evaluate the plan for academic success during implementation during subsequent aca- demic years and help make adjustments when required.
