Whereas the Parliaments of four NATO nations, The Netherlands, Denmark,
Norway and Iceland have passed resolutions rejecting the Nes‘tron bomb;

Whereas the United Nations will hold a Special Assembly on Disarmanent in
May and June of 1978;

Therefore be it resolved that the Toronto City Council respectfully urge
the Prime Minister and Parlianent of Canada to oppose the deployment of
the Neutron bomb by NATO and to ask President Carter to stop its product-
ion".

Since these resolutions were passed the UN meeting on disarmament has been
held, The B.C, Peace Council has in hand the full text of the session's
dvaft final document. We felt the following section might be of help to
you in drafting a resolution of your own...

-"G, (Immediate and Short-term measures to halt and reverse the arms race)

1.(Nuclear Weapons)

_ Nuclear weapons pose the greatest danger to mankind and to the survival
of civilization. It is essential to halt and reverse the nuclear arms
race in all its aspects in order to avert the danger of war involving
nuclear weapons. To this end steps Should be taken urgently to stop the
buiid-up of nuclear arsenals, to reduce stockpiles of nuclear weapons
and to halt further development of (and production of new types of)
‘nuclear armaments, The nuclear weapon States (particularly the two
leading nuclear-weapon States) bear a special responsibility for
realization of these tasks,"

We are asking you to send similar resolutions to Prime Minister P.E,
Trudeau, with a copy to Barney Danson Minister of Defence. We would
further point out that since the Soviet Union has said that it will not
produce the neutron bomb if the U.S.A. does not do so, and has proposed
a Convention against the production and deployment and use of nuclear
neutron weapons; the production of the neutron bomb is totally uncalled
for.
