RE: REEVE PARK DEVELOPMENT
SOCCER FIELD NO. 2

We enclose a list of the tenders received for Soccer Field No. 2
as part of Phase II of the Reeve Park Development. All tendars
were in order with Bid and Performance Sends provided, except for
the low tenderer C.A.P. Ventures Ltd., who have qualified their
bid based upon using one of two sources of sand. Upon further
detailed review of the sand analysia provided, Reeve MacDougall &
Associates, along with Pacific Soil Analysis Inc., have concluded
that C.A.P. Ventures' sands do not substantially conform to the
specification and therefore, their bid is not acceptable due to
this qualification.

We recommend award to the second low bidder, Maplewood
Landscaping Ltd., in the amount of $272,850.00, which ig within
our budget allocation.
