May 23, 1975 A REPORT TO COUNCIL ON PLANNING & ZONING WITH RECOMMENDATIONS C 0 UJ i 4 - Prepared by The Planning & Zoning Committee MAY 26 ‘37k Alderman M.A. Thompson, Chairman INTRODUCTION: The purpose of this report is to briefly outline previous Planning and Zoning guidelines and to examine if they are still valid and workable. To make further suggestions and recommendations that would allow the Committee to proceed within the guidelines and wishes of Council. All members will recall that it was the wish of previous Council that the guidelines and allotments of the "Sector" system were to be reorganized and reported on. At the regular meeting of Council held March 10, 1975 a resolution was passed that the then existing policy restricting -esidential development within the RS~1 areas be modified to permit selective RS-2 areas to be rezoned for housing _ developments. Council is no doubt aware that there was a number of developments before the Planning & Zoning Committee last year before the growth policy was established end the Planning & Zoning Committee has been engaged in reviewing these proposals to determine what criteria should be applied in selecting projects that could proceed. While some sectors may feel that growth should not proceed at all, I believe that systematic, organized growth is a responsibility of the community and one accepted by most members. We cannot build walls around the City hence the need for policies that can be continue and expanded upon, from year to year. 1974 Growth Policy Council will recall that when the growth policy was adopted in July of 1974,
