Brown Director of Community Planning SUBJECT: HUDAC Starter Home Project RECOMMENDATIONS: A. That City Council endorse the Triple A, Starter Home concept. B. That HUDAC be informeti that the design drawings for the Triple A house prepared by R.-E. Hulbert, Architect are in conformance with the City's policies, bylaws and procedures. Furthermore, that HUDAC be reminded that the house must comply with the National Building Code and the applicable district regulations of the Port Coquitlam Zoning Bylaw. That HUDAC be invited to present their Triple A, Starter Home concept to Council and consider building a demonstration home in Port Coquitlam. BACKGROUND: The local Housing and Urban Development Association Chapter have approached the City te request Council's support for their programme of building and marketing smaller houses. The attached letter has been drafted for the Mayor's signature including the points listed in the sbove recommendations. COMMENTS: l. The first requested recommendation of HUDAC is that the concept of Starter Homes be supported. This concept is to construct more modestly sized and appointed houses on smaller lots. It is this report's opinion that their objective of building more affordable housing is a good one. Where this report would express reservation about the Association's request, however, is that it is not entirely clear if they are requesting approval of their house concept or a relaxation of municipal requirements. In the letter prepared to respond to the Association, the City's support is directed to the house concept, It is also pointed out that the house must comply with National Building Code regulations and Zoning Bylaw requirements.
