4. There is hereby set aside security for the liability hereby authorized
to be incurred THREE MILLION DOLLARS ($3,000,000.00) being those parts of

_unpaid taxes due to The Corporation levied prior to the current year and

of the taxes of the current year deemed by the Council expedient to be so

set aside.
