DISCUSSION: The current definition of Apartment Residential use was probably based on the fear that a multi-family project could result in the construction of a number of continuous conventional duplexes facing a street. Our Bylaws, however, currently contain provisions that require townhouse developments to provide usable outdoor open space, common to all units and, virtually in all cases townhouse developments are subject to Development Permits, which give the Municipality a measure of control. It is therefore highly unlikely that the fears of getting conventional duplexes could materialize at present; as the City densifies, one can only expect that land use controls will become even tighter. On the other hand, allowing two unit townhouses as part of townhouse complexes, improve the opportunity for quality design, a situation that can only benefit the City. | The Planning Department, therefore recommends that this application for amendment to the Zoning Bylaw be supported.
