MEMORANDUM ; HEC 4 4 i979 Mayor and Council December lith, 1978 W.S. Wingrove Fire Chief Re: Manpower Needed for Proposed Aerial]. Platform The question was asked if additional firemen would be required to operate this vehicle. Most Fice Departments operate an aerial as a separate and specialized peice of equipment. This is fine for large departments that have at least seven men on duty from one hall. Smaller departments depend on backup from another hall or use the aerial as the first response vehicle. We specified in our Tenders for a complete vehicle, that is one that has a pump, water tank, booster hose reel, ‘required hose for a pumper and hand ladders as well as the aerial ladder so that it would be used as a first response vehicle. Our present shifts would be adequate to handle this vehicle if used this way. I would be remiss if I did not mention that some Fire Department's Unions have grieved equipment manning or have made it an issue during Bargaining. There is no provision in our Contract for equipment manning. Two Fire Departments who are bargained for by the G.V.R.D. went to arbitration over manning and both cases were resolved in’favour of the City. One more Department has gone to arbitration, but no ruling has resulted. Respectfully submitted: pe 2e eZ VLE. Le weep tee i “™ W.S. Wingrove | YA LATE Pfc RECEIVED AT: BPO vos pI pace rgybatactl LZ :
