October 5th, 1981. A regular meeting of. the Municipal Council of The Corporation of the City of Port Coquitlam was held in the Council Chamber, Port Coquitlam City Hall, 2272 McAllister Avenue, Port Coquitlam, B.C. on October 5th, 1981 at 7:30 p.m. His Worship Mayor G.R. Laking, Aldermen M.D. Gates, J.J. Keryluk, E.W. Mabbett, A.K. Muldoon, L.M. Traboulay and M.R. Wright in attendance. Also in attendance were City Clerk R.A. Freeman, City Engineer F.E. Peters, P. Eng., City Treasurer J.G.S. Maitland, Planning Consultant A. Phillips, Management Consultant and Acting City Administrator G.N. Newhouse and Mrs. D.L. Vyse. ZONING PUBLIC HEARING: Zoning Public His Worship Mayor G.R. Laking advised the meeting the following Hearing: B/L #1860 - proposed by-laws to amend the "City of Port Coquitlam Zoning By-law, 3076, 3080, 3088 Flint St. -RM-1 to RM-4 : (adjourned until Oct. 19/81) 1979, No. 1651" would now be considered. By-law No. 1860: To rezone Lot "B" and Lots 3, 4, 5, and 6, Block 23, District Lot 464, Group One, Plan 2240, New Westminster District, From RM-1 to RM-4, The Planning Consultant advised the Property is located on the east side of Flint Street just south of Fraser Avenue and has the civic addresses 3076, 3080, and 3088 Flint Street and it is expected that a 24-unit apartmenc complex will be constricted on the property following completion of the rezoning procedures. Mr. James Dobney, property owner of 2015 Fraser Avenue, stated the residents did not have sufficient notification of the Public Hearing to prepare a proper presentation to Council expressing their opposition and concerns regarding the proposed development and asked that the Public Hearing be postponed until October 19th, 1981. Alderman Keryluk advised the advertising had been within the legal. requirement and stated in his opinion the Public Hearing should proceed. Alderman Traboulay stated in his opinion the people present at the Public Hearing should be given the opportunity to speak at this time. Mr. Robert Jim was present representing the developer and advised in order to apply for necessary funding the foundations must be in by the end of the year,
