June 2nd, 1980. A regular meeting of the Municipal Council of The Corporation of the City of Port Coquitlam was held in the Council Chambers, Port Coquitlam City Hall, 2272 McAllister Avenue, Port Coquitlam, B.C. on June 2nd, 1980 at 7:30 p.m. His Worship Mayor G.R. Laking, Aldermen M.D. Gates, J.J. Keryluk, E.W. Mabbett, P.F. Ranger, L.M. Traboulay and M.R. Wright in attendance. Also in attendance were Chief Administrative Officer L.D. Pollock, City Clerk R.A. Freeman, City Engineer F.E. Peters, P. Eng., City Treasurer J.G.S. Maitland, Fire Chief W.S. Wingrove, Deputy Fire Chief J.N. Boileau, Recreation Director J.N. Boileau, Works & Utilities Superintendent G.W. Ulmer, and Mrs. D.L. Vyse. DELEGATIONS: His Worship Mayor G.R. Laking introduced Mr. Colin Ticehurst, Delegations: Mr. C. Ticehurst re lane access - 1343 Prairie Ave 2450 Ticehurst Way, who then addressed Council regarding his request to the Public Works Committee to consider relaxing the requirement for lane access to 1343 Prairie Avenue. Mr. Ticehurst referred to the site plan prepared showing access from the Front of the property allowing for adequate space to turn a vehicle around and allow the vehicle to enter Prairie Avenue without backing out. Mr. Ticehurst asked for clarification on whether this requirement was a Council policy. The City Administrator advised access from the lane is required under the Highway Use Regulation By-law. Alderman Ranger commented on the study done by the Public Works Committee regarding access and egress to Prairie Avenue and referred to Council's policy requiring builders to have access off the Lane. Mayor Laking advised new homes had been built along Prairie Avenue subject to access being required from the lane. Alderman Keryluk stated he was In favour of giving permission for access from Prairie Avenue as provision had been made for a turn-around on the property in this particular case. Alderman Wright asked for clarification on the reason the bullder wants to have access from the front of the property and Mr. Brant, proposed owner of the property, advised that the Lane behind the property 1s narrow, and crowded with parked cars, and that visibility ts restricted by fencing when backing out from the property.
