DATE: SEPTEMBER 5, 1974 TO FROM: PLANNING OFFICER mo, FOR INFORMATION ONLY Application has been received from Huntington Rubber Ltd. to subdivide its present site at Davies Avenue into two parcels. According to the Zoning By-law, a strip of the site along Coquitlam River using the high water mark of the River as the easterly boundary is zoned A~1 (Agricultural). The intent of this A-l strip is to serve as a buffer to pro- tect Coquitlam River against encroachment by industries. However, the area i extent of this A-1 strip has never been legally established. Now, according to the recent survey plan submitted by Huntington Rubber, it indicates that the present high water mark varies significantly from the high water mark shown on the Zoning map. (see attached sketch). In fact, it has varied so much that the present high water mark appears to cut into the portion of the site of M~-1 Zoning. ‘According to the Approving Officer and the undersigned, there are two : possible ways to re~establish a buffer strip. 1. To adjust and define the boundary of this A-1 strip with reference to the present high water mark to reflect the intent of the Zoning By-law to provide a buffer strip, or 2. To secure a.66 foot right-of-way be dedication as a subdivision re- quirement. The above was considered by the Planning and Zoning Committee on September 4, 1974 and the opinion of the Committee is that a 66 foot right-of-way is more desirable. L. Lee /ldv Planning Officer.
