MEMO SAY 13 1974 TO: Members of Council DATE: May 13, 1974 FROM : Mayor Campbell 1. On Friday, May 10, 1974 we approached the Regional District to accept garbage disposal as a function. They have agreed to do this under the Sewerage Board and will make a presentation to the Government to pass the needed legislation at this sitting. 2. On the same day Alderman Ranger and myself attended a press conference on Rental Housing by the Honorable L. Nicolson, His idea is that builders will work with the Government on design and cost of housing and when the project is finished it will be turned over to the Housing Commission with the builders to receive 5% profit. The Government will lend them money at 8% and will help them “obtain zoning in the municipalities. If the developer agrees witht the. Government and then changes his mind at the end the Government will expect to take the differ- ence between the unzoned and the zoned value of the land. When completed the houses will be rented by a lottery system. About 20% of this will be subsidized rentals. My feeling about this is mixed. I can understand the urgency for rental housing but the people in the social sciences are quite emphatically against large rental programs. I am also aware that this cannot work unless the municipalities are willing tc give priority zoning to these developers. This rather frightens me because it would not seem to be very fair to other developers who are acting in good faith. It also worries me that regardless of what government is in power patronage can set in. I cannot see where a follower of the party would not even- tually receive priority. As we are one of the areas that will be asked to go along with this idea some thought will have to be given and some decision will have to be made. Alderman Ranger will, more than likely, have something to add. Mayor Tonn, Mayor Hall and myself will be going to Victoria to discuss Mr. Lee's letter on roads with the Premier. We will be bringing up the absolute necessity of a pedestrian overpass on Pipeline Road and Lougheed and Hastings across the Lougheed. JMC: da
