On June 24, 1989, the regional
district received a letter from R.N.
Mould, operations manager for the
Kispiox Forest District, that
outlined the establishment of an
Advisory Committee on Herbicide
Use. The board of directors sup-
ported the concept and said they
would consider recommending one
of their own members to _ its
membership.

In August of that same year, the
board recommended that Hazelton can
director Pete Weeber be appointed
to the committee and that director

alternate. This motion was made
by Terrace director Bob Cooper
and seconded by Dan Pakula, the
director from Telegraph Creek.

meeting, Gordon Sebastian ques-
tioned Weeber’s position on the
. advisory committee in light of his
job at the management level of
Westar’s Carnaby sawmill in
Hazelton. -

"There is a fear by some com-
mittee members that we are going
to approve herbicide spraying
based on the economy," Sebastian

mended to.the advisory committee
because: he lives in Hazelton, not
because of his personal opinion on
spraying. It. was simply a “matter
of convenience".

- But Sebastian now questions the
wisdom of that choice. In making

his point, Sebastian pointed out |

that because of his position with
Westar, Weeber abstained from
voting on the original motion, the’
one.calling for a moratorium on all:
spraying until the appeal process
has been. reviewed, And now,
"Because of his position, I pre-
sume he loves to spray," . said.
Sebastian, accusing Weeber of not
representing the board’s position
on the matter.

Among others, Sebastian was
supported by Harry Nyce. "We
voted in favour of the mora-
torium," said Nyce, “and if he

can’t represent that he should say

"no’ and another name should be
submitted."

Weeber responded, however, by
saying "I don’t love to spray" and
added that he had presented the
board’s call for a moratorium to
the committee as they had asked.
He said that the idea was sup-
ported by the two Hazelton log-
ging companies -- Stege Logging
and Westar Timber -- and as a
result, "Both suspended spraying."

' But Weeber also explained that

while the committee agreed the use
of chemicals had to be reduced,
they also recognized the fact that
spraying was necessary until alter-
native methods were found,

As far as his appointment to the
committee was concerned, Weeber
told the board that if their position
was simply "no spraying",they
could have been done with a letter.

different views and. there would

never be full consensus.

‘He then threatened to resign from
the committee, but a motion was
passed. that re-endorsed his ap-
pointment and he agreed to stay.

The root of the problem may
have had nothing .to do with
Weeber’s integrity, though. As Les
Watmough pointed.out prior to the
final motion, "I think the forest

service has outsmartéd us and Pete -

Weeber is taking ‘the flack." He
continued: "The appeal process is
flawed and the forest ‘service has
set up this committee as a smoke

‘screen so they wouldn’t have to

deal with it."

He explained that the appeal
process has nothing to do with the
forest service -- it’s the responsi-
bility of the Ministry of Environ-
ment -- but while the advisory
committee debates the issues, the
-Spraying continues and any review
on the appeal process is only a
vision in the board’s mind: And
according to Watmough, that’s just
what the Minstry of Forests wants.
He says they’re hoping that every-
one will “fal! asleep" so they can
continue sprayirig. with the-Minstry
of Environment’s blessings as they
have in the past. In the meantime,
the moratorium will be forgotten
and the appeal process will never

be changed.
