French Canada in their struggle against their common enemy mono- poly capital. This is why the Com- munist Party will cooperate with all the democratic and national forces in Quebec and, above all, with the or- ganized labor movement, in working | to defeat a referendum which opts for separation or ‘‘independence’’. At the same time it will support all measures that guarantee by law and constitution the national rights of the French Canadian nation and the elimination of all elements of economic and social inequality, within the framework of a truly un- ited Canada which respects and . guarantees the democratic rights of minorities. ‘ The working class and the trade union movement is the decisive force in building unity, combatting sepera- tion and in solving the crisis. Indeed, in leading that struggle and helping to resolve the crisis, the working class strengthens its own positions against monopoly and the multinationals. The Communist Party of Canada in this moment of crisis, calls upon the labor movement in English-speaking and French Canada to lead a great, united all-Canadian campaign for the right to national self-determination, for the unity of the forces of labor and democracy in both nations, and for policies directed to overcome na- tional inequality in French Canada and for real Canadian unity. A DEMOCRATIC SOLUTION In Quebec a common front of the three trade union centres together with the Parti Communiste du Quebec and other democratic forces can play a decisive role in compelling the Levesque government to imple- ment those features of its economic and social program which protect the interests of all working people in town and country. Such a powerful people’s movement while opposing any measures leading towards sep- aration can, in unity with the working class and democratic forces in English-speaking Canada advance the struggle for a democratic solution of the crisis: The present critical situation calls for a great educational . campaign linked to public mass campaigning in English-speaking Canada and in Quebec aimed at winning the support- _of the majority for a truly democratic solution to the crisis. At the same time, it is above all in English- speaking Canada that the battle against separation will be won or lost. It is here that the working class and democratic forces, all genuine Canadian patriots have a major re- sponsibility, to defeat the chauvinists and racists, and win majority support — for the kind of policies which lead to the satisfaction of the national aspira- tions of the French Canadian. people in a truly united Canada. One of the consequences of the crisis is the possibility of an earlier federal election, perhaps sometime. this year. The various maneuvers of the political parties in parliament are related to this prospect. As part of the preparations for an election Prime Minister Trudeau said the Canadian people have a choice — either the Trudeau or Levesque policies. This is not the reality how- ever. The real choice is between the status quo and separation on one hand, and a basic solution to the crisis in the interests of Canada, the French Canadian people and the working people of Canada on the other. It is the alternative the Com- munist Party of Canada will fight for. The crisis has already led to some shifts in the position of monopoly towards the Trudeau government. There are growing indication that monopoly sees in the Trudeau gov- ernment the main force able to stand up to separation. It is therefore pre- pared to help the government al- leviate the situation in Quebec and thereby re-enforce its political for- tunes. Whether a federal election takes place in 1977, ’78 or ’79 the central question will be the crisis of confederation and the way to solve it. COMMUNIST PARTY CAMPAIGN With this in mind, all the work of the Communist.-Party must be geared to advancing its positions on the con- stitutional crisis and relating it to the fundamental economic and social is- sues before the working people. Th- ose include: the fight against the crisis policies of monopoly, the fight for jobs, against the wage control program, the fight of the working class for a voice on all questions of concern. to it, the struggle for Cana- dian independence, curbing the power of monopoly and the multina- tional corporations, the struggle for détente, disarmament and trade. In this way the party will prepare for maximum -participation in the federal election as well as in the pro- vincial elections in Ontario and Man- itoba likely to be held this year. The provincial elections can become _focal points of the battle for a demo- cratic solution to the crisis of confed- eration and should be seen in that light. The present situation places a great responsibility on the Com- munist Party and all Communists. At the same time it is a great challenge. The Communist Party will present in ‘the boldest possible way its demo- _cratic solution to the crisis of confed- eration, standing forth clearly and unmistakably as the true defender of the national rights of the French Canadian people within a truly united Canada. oe With this objective firmly in mind, the Communist Party will take all possible measures to bring its posi- tion to the majority of Canadians through the press, special pamphlets, seminars, conferences, public meet- ings and every other avenue open to us. Only the Communist Party of | Canada has consistently advanced a thorough-going analysis of the cause of the crisis of confederation and the way to resolve it. Recent events fully underscore the correctness of its position. The present situation emphasizes anew the over-riding necessity for the rapid building of the Communist Party, and its press, above all in in- dustry and in the trade unions, so as to enable the working class to play its role in the solution of the crisis and the advance to socialism. With this in mind the Communist Party extends an invitation to all who agree with the basic positions outlined in this policy statement to join its ranks. Today, more than ever the Com- munist Party must work to be seen, heard and read.
